He contends that it is merely a game of chance, a gambling activity that should be stopped. The player will aim to change the mind of the governor in this matter. The player travels from El Paso, to the different towns in Texas, via train. Each town features several establishments including the train station, shops, and the saloon where the game is held.

Governor of Poker 2 is a Western-inspired poker tournament game where the player can win gold stars according to their place in the tournament. Every game requires a Buy-in amount. At the start, the player gets $1250. Buy-ins vary in amount, ranging from $250 to thousands of dollars. This depends on the number town he chooses to play.

The player can also choose to buy shops and other establishments in the town. These investments derive income on a daily basis, ranging from $1 to hundreds of dollars. Shops range in price from $100. However, some businesses cannot be bought, instead they must be won over a game of poker. Some of these establishments include the coal mine which derive more income on a daily basis than other businesses in town.
